That's a good question. I zoomed in on the pic of the right side, and I can't see the oil line/pipe that should be going from the oil pressure switch to the head. IIRC the '78s and '79s both should have that; it addressed the oiling issues they had in the top ends on the earlier models.
Also the rear fender, taillight, etc. do not look right for a '78, which I think should have been the same as the '79 I used to have.
I would guess the bike in the CL ad is a '77.

I did alot of research on the 77 and 78 a1 and a2 over the past few months. A local guy had a 78 a2 for sale. He wanted 2100, it was in mint condition, except for the dreaded top end oil leak problem and a huge dent in the tank. I looked over that bike for an hour. Everything on the 77 I have here and the 78 were the same, except the carbs. The 77 has the old design and the 78 has the diaphragm type. It is true, the b1 and c1 78 400s were different, as you mentioned. Now that I look at this photo again on the CL ad, it looks like the carbs on it arent even the proper ones for either year. Edit: seller did mention that on the ad.. Regardless it is a clean bike but not for 1800.
That is from Johnny' Vintage Motorcycles in Ohio. He seems to do a nice job, very clear about what is stock and what is not. Go to his website and you can see the build and watch it run. He doesn't give anything away, nor should he. But if you are hoping to pick one up on the cheap, keep looking.

Sorry, I just called the seller and told them I have an interested party. She said the Turbo sold yesterday. Actually by two guys that were there buying stuff when I was there. Not sure how much it went for. Unfortunately, they conveyed to me that they will not deal with someone from out of state. They said, cash and carry. Now knowing this important restriction, I feel sorry for even posting this since it may disappoint people's expectations. When I spoke to the husband and asked if I can post the ad on our website, he indicated he had been a member a long time ago and thanked me and gave his blessing. So I don't know what he was thinking when agreeing to have it posted. Common sense will tell you that anybody interested is in all likely hood going to be from out of state.

The tank tail and side covers were in great shape. No dents, and minor imperfections. Polishing and buff my have been enough to bring them back to life. At the worse, a light sanding of the top coat and re-spray with two part urethane clear would have brought it back to new condition.
