Just an update: I finally did manage to find a throttle pulley spring in England for a 'Z650' for about $21 shipped, which is not too bad. It's on the way. I think all the other springs I've seen have a different stock number for specific bikes, but are actually the same item. At least that seems to be the case.
And, at Lowes I found two 5/32 e-clips in the Hardware section that perfectly fit the end of the spring mounting bar for $1.44 for two! Not $8 as I've seen elsewhere...just saying. 5/32 is actually 3.9mm, and the extra .5mm doesn't seem to make a difference; it's a nice fit.
While I wait for the spring, it will give me chance to make sure my timing is set correctly, but I'll report back when I get everything installed and see if the bike runs. Does that spring make that much of a difference in starting the bike?
