Trust me, vibration is not your problem. May be many things, but I still wager on bad bulbs. Other causes such as poor ground to the headlight, excessive voltage, which you've already checked also. Motorcycle couldn't be ridden at all if it was vibrating bad enough to ruin bulbs.
