I need some tips on the best way to make my engine shine again. The engine is off the frame. I can get the side cases cleaned up.
What about the cases, head, and cylinder. I want do this without taking the engine apart. Is sandblasting OK?

DO NOT SAND BLAST IT.
Stuff the ports with paper towels then tape them and you can use baking soda to blast it
then rinse with a water hose.
1980 KZ650 F1
ZX750A1 motor.
Wiseco 810cc kit.
Zukiworks racing ported head.
VM 29 smooth bore's.
Dyna 2000 Ign. w/Dyna mini coil's
APE cylinder stud's and nut's.
APE valve spring's.
APE Track King clutch.
V/H KZ1000 sidewinder.
3.5x18 laced to a KZ1000 disk hub.
150/60/18 Shinko 006 Podium.
63" wheel base.

OK. So I put dry baking so in my sand blaster and shoot it, then rinse?

Be sure to plug every possible opening. You don't want soda to get inside the engine. It's less damaging than other blast medias but it's still grit.

Baking soda completely desolves as soon as it gets wet so after rinsing there is no grit.
I've done a few motors with it and never had an issue.
