cam gears may be cheaper than an engine.

but,
i think the working man in me would pack rags around the cams and scrape the rest of the rubber off and drop the pan an check the screen on the pump.
if i still wasn't scared i would button it back up and roll it.

imho,

My thoughts exactly. If you want to do it right, new cams. If you want to run existing cam, I would get the rest of the rubber off the cog. Isn't the purpose of the rubber to provide sound dampening? May not affect anything else except more noise.

My tank looks similar. Can you outline what you'll be doing, or got a link?

I was shocked but the sending unit does work it was covered in rust as well. cleaned it up a bit put tank back on bike wanted to fire it up and take it to the BMV 4 numbers inspection electronic ignition is fizzled out on me. Thanks for the link I do need gasket along with quite a few other little bits. I was planning on painting it stock as far as what I've had in mind this is a picture of my 78 LTD as you can see I'm kind of a fan of stock

i have dealt with them and had very positive experiences.
the yen has been sliding lately so that means we can now afford some of the stuff from japan that we couldn't before.
it took less than a week for shipping as well.
if you will look around their site they have quite a few z1r specific item's that are hard to find.
